Use of the 2017 Federal Drug Testing Custody and Control Form

On November 23, 2021 the Office of Management and Budget (OMB) temporarily approved the previous version (2017) of the Federal Drug Testing Custody and Control Form (CCF).  To learn more, read the attached notice from the National Laboratory Certification Program about the OMB action.

What does this mean for DOT drug testing

  • You may continue to use the 'revised/new' CCF when collecting urine specimens for DOT tests. 
  • You may also use the 'previous version (2017 CCF)' of the CCF.  
  • When using the 'previous version (2017 CCF)' of the CCF:
  • For specimens collected as of November 23, 2021, you will not need to complete a memorandum for the record.
  • For specimens collected between August 30, 2021 and November 22, 2021, you will need to complete a memorandum for the record.

Updated ODAPC Guidance – DOT Statement of Enforcement Discretion for Substance Abuse Professionals and Service Agents

On November 29, 2021, the Office of Drug and Alcohol Policy and Compliance updated its Statement of Enforcement Discretion for Substance Abuse Professionals and Service Agents guidance document.  The guidance is now effective until June 30, 2022.

DEA Public Safety Alert-One Pill Can Kill

On September 27, 2021, the Drug Enforcement Administration (DEA) issued a Public Safety Alert to warn the American public of the alarming increase in fake prescription pills containing fentanyl and meth. These counterfeit pills are easy to purchase, widely available, and often contain deadly doses of fentanyl. DEA warns that pills purchased outside of a licensed pharmacy are illegal, dangerous, and potentially lethal. This alert does not apply to legitimate pharmaceutical medications prescribed by physicians dispensed by pharmacists.

                                                                                      

According to the Centers for Disease Control and Prevention, last year more than 93,000 people died of overdoses in the United States, marking the largest number of drug-related deaths ever recorded in a year. Fentanyl, the synthetic opioid most commonly found in counterfeit pills, is the primary driver of this alarming increase in overdose deaths.

Reminder - Revised Federal Drug Testing Custody and Control Form Must be Used on August 30, 2021

On August 17, 2020, the Office of Management and Budget (OMB) approved a revised Federal Drug Testing Custody and Control Form (CCF).  In addition, OMB authorized the use of the old form through August 29, 2021.  You can view the revised CCF here.

As of August 30, 2021, DOT-regulated employers and their service agents [collectors, laboratories, Medical Review Officers (MRO)] must use the 'revised CCF'.
